—Winters to Dax and Jason (Imprisoned)

Head Chancellor Heinrich Winters is the head chancellor of the Ordinance Nationality Corporation. He first makes a vocal appearance in the episode A Hero Down, and later physically appears in Imprisoned. A German-born man, Winters is the clever and insidious leader of the ONC. He serves as the main antagonist of Season 3 and the series overall.

Personality[]

Being the head of the ONC, Winters is commanding, ambitious, and calculating, immediately bringing a sense of order and danger when entering a room. Winters is also shown to be very intimidating, as he is able to keep his composure when Seal and Nash lash out at him during Imprisoned.

Winters is also shown to be very ambitious as he is relentless in his pursuit of eliminating the Guardians and capturing the Life Saver. So much so that he endangers his own forces in order to complete his personal goals. A few examples include sending out an assassin to kill Seal without notifying his own men (leading the assassin to kill a few ONC personnel - including skirmish troopers), forcing Sydney to build an unfinished Life Saver Pod without UNSC authorization, and illegally enhancing several of his men, leading to many casualties. It is clear that Winters' ambitions are fueled by selfishness.

Bernard[]

Winters sees Brigadier Bernard as his most loyal and effective soldier. Unlike other characters, Winters doesn't micromanage or belittle Bernard, trusting his opinions and actions. In Season 3, their trust in each other is shown to be very strong as Barnard gives Winters an okay to allow himself to be captured through a head nod. This pays off when Bernard informs Winters of Seal's prospective arrival to the ONC Research Lab in Priorities.

Their relationships begins to erode in Season 4, due to Commander Oswald demanding Winters stop the Guardians before the end of the year. With this added pressure, Winters takes out his anger on Bernard and criticizes his efforts for failing to obtain the Life Saver. Bernard expresses frustration at this but remains respectful.
