The Ordinance Nationality Corporation, ONC for short, is a sub-organization of the United Nations Space Command and plays a major role in the series, being the main enemies of the Guardians.

The initial purpose of the ONC was to strengthen human and Elite relations following the end of the Human-Covenant War in 2553. Led by Chancellor Winters and Vice-Chancellor Sydney, the program strove to build superior soldiers and scientists for the UNSC in their mission to reclaim and colonize the galaxy.

History[]

Inception and Creation[]

Following the Great War's end, members of the UNSC worked to reclaim several worlds that were not completely destroyed during the War. A man named Heinrich Winters, a former politician turned soldier who fought during the War's end, suggested creating a large program that would help in the UNSC's reconstruction and re-colonization of the galaxy. The purpose of this program would be to turn aspiring individuals into soldiers, technicians, scientists, and engineers and have them play a significant role in humanity's rebuilding.

With the UNSC's peace treaty with the Swords of Sanghelios in effect, an Elite scientist named Archer Sydney, seeing the potential in this new program, requested to assist Winters in his aspirations. Sydney suggested having Elites participate in the program too, hoping it would both help his own species as well as strengthen human and Elite relations. Having begun already employing former Covenant species, the UNSC allows this, appointing Winters and Sydney as Head Chancellor and Vice-Chancellor respectively of the new organization. As a result, the Ordinance Nationality Corporation was born.

Second Chance Program[]

In order to bring humans and Elites closer together, the ONC strived to create both battle-ready soldiers to assist the UNSC in their colonization of new worlds as well as bright-minded scientists to create new resources & inventions for the UNSC, to better the lives of both humans and Elites. Winters and Sydney agreed to split responsibilities equally, with the former focusing on the combat division and the latter focusing on the scientific division. Winters advertised this mission as the ONC's "Second Chance Program", first mentioned in Episode 21. The UNSC provided the corporation with the tools it needed to perform its duties. Following this, the newly established ONC began recruitment. Unfortunately, the mix between humans and aliens led to some conflict, with both sides segregating each other. During this time, many soldiers enlisted into the program, including Seal Vladaam, Arthur McGrath, Allan, Nash, Mickey, Bartholomew, Goon, Ray, O'Neal, and Haku.

Interspecies Conflict[]

Following the ONC's inception, animosity arose between the human and Elite recruits. The effects of the Great War left many humans and Elites distrustful of each other, seeing the other species as the enemy. Despite the peace treaty, many humans did not trust the Elites, due to the billions of humans the Covenant kind killed during the Great War, with some flat out refusing to associate with them. Sydney, as a result, decided to pair an Elite with a human for his scientific division in order to push the two species to work together. This method led to fights, both verbal and physical, sabotage, and distrust, causing many members of the two species to segregate themselves even more. Fortunately, however, some individuals were eager to bond and learn from the other. Winters, on the other hand, did not go with this method for his combat division, rather deciding to have everyone fend for themselves and form their own groups. This too led to fights and distrust, though a few humans were able to befriend a few Elites, but not to the extent of the scientific division where many bonds were formed.

When the time came for the UNSC to begin enlisting ONC members they were not happy with what the program had to offer. Very few of the ONC soldiers were UNSC-ready to join and only a few scientists had inventions that were ready to be mass-produced. Things moved slowly and sluggishly due to the conflict between the species and the UNSC took note of this. As a result, Winters began putting more focus on his soldiers and even pushed Sydney's scientists to put out more inventions that would focus on combat rather than everyday life. His authority overshadowed Sydney's. Unable to keep up with Winters' demands several scientists were either fired or quit because they just couldn’t deliver. Many of the Elites from the ONC combat division also quit due to the harsher treatment.

Several ex-ONC personnel, including both human and Elite scientists and combatants, went on strike to make the public aware of Winters’ methods, but Winters violently quieted them. So the ex-personnel attempted to obtain and spread the information regarding the mistreatment, lay-offs, and working conditions by any means necessary. Unfortunately, this led to extreme physical hostility from within the ONC - involving an attack initiated by the ex-employees at the ONC HQ. This attack resulted in the deaths of a few ONC personnel forcing the ONC to involve the UNSC in their conflict. Upon resolving the issue, with the remaining ex-ONC personnel fleeing, the UNSC forced the ONC to reform. As a result, the ONC scientific division was shut down and the program's focus became purely on getting their soldiers ready to colonize the galaxy with the UNSC. Nearly every Elite who enlisted into the ONC resigns at this point.

War Games[]

Determined to start anew, Winters reconstructs the "Second Chance Program". With further assistance from the UNSC, the ONC repurposes several outposts for newly recruited soldiers to engage in and prove themselves on the battlefield. These new troopers are appointed to one of two color-based teams, dropped off at an outpost, and ordered to battle in a war game or skirmish battle. The winning team members are then promoted to ONC guards, in which they better their skills and work up the ranks to be battle-ready for the UNSC. This new "War Games" initiative encouraged aspiring troops to play their part in the Reconstruction period following the Great War. Although some soldiers were convinced by this purpose, other soldiers saw it as unnecessary. The ONC tried to further lure people into joining by persuading that "they themselves can become heroes" and "they can avenge those that fought before".
